I defaulted to `mastodon.social` in the Twitter exodus, because I made this account in 2017 and it was a reasonable place for me to land first.

However, I now see that there are statements about the moderation efforts there which others find concerning.

So, question: should I be aligned with a smaller instance (folks have suggested `hachyderm.io`, for example, and I certainly trust @nova), or is staying on a larger federated instance reasonable?

I believe that if you don't like the moderation policy of your instance you should move. The only drawback (that I know about) to a smaller instance is the local feed will be less busy. However if you select a instance aligned to your interests, it will have more interesting posts. So hachyderm sounds about right from what I know about you.
