Genocide is usually insanely popular where ever it occurs, and there is always a justification for it. Almost always is that some group of people is so dangerous and savage that they must be wiped out of existence. In the 20th century the world took a good look at itself and what justifying genocide had led to and decided the world was to dangerous and violent a place to ever allow another genocide to be justified by any nation for any reason no matter how locally popular. The people world said, "Never again!" and promised one another that that we would not fail to intervene to stop genocide no matter what the supposed justification.
