A friend's friend's child recently killed themself. Bullying on social media seems to have been the trigger or cause.
Which leaves me wanting to see sound evidence of nett benefit of kids having access to smart phones.

Without that, limiting time seems a reasonable approach.
And resources need to be assigned to support kids who struggle without access to a smarphone during school hours.

That's how I saw it till I heard some Brit researcher on the topic. Ghey pointvout that the current physical social resources are insufficient to cope with "no phones for kids".
And seperately, some kids can not find companions in their geogrsphically local peers - for them distant friends are vital.

Which has me thinking that limited time may be optimal.

But I'm no expert.
