ansonsten auf jedenfall anzeigen. ggf. mal mit freunden und familie "auf die lauer legen". festnehmen und identität feststellen sollte vom jedemannparagraphen gedeckt sein, polizei rufen.
videoüberwachung sollte in dem fall eigentlich aber auch ok sein. öffentliche bereiche können afaik auch softwareseitig maskiert werden bei manchen systemen.
