And when I say authoritarian, I'm not suggesting all government actions are authoritarian, the state is really the only to enforce some things, because some states will absolutely never legalize marijuana on their own do to racism.

@cambridgeport90 In Tennessee, a lot of the reason Marijuana hasnt been legalized, is do to racial profiling and stereotyping.
