可能目前的讨论有点模糊了“举报”这个概念。
“举报”本身，或者换个更确切的词，“检举揭发”，是公民的重要权力，但这个权利针对是国家工作人员。
向自治小团体/自治小平台管理者报告违反平台公约的举报，是平台自治的一部分，基于平台公约共识委托管理。
但我们目前在简中网络上最常用的“举报”定义，是向利用独裁统治制定侵害大部分公民权利的恶法并随意扩大执法权和执法力度的有关部门告密，让有关部门以完全违宪的方式危害其他网友人身及网络安全的行为。
这是三种不一样的“举报”
