I follow people and I started getting a notice "Rate limited until 4pm" Does that mean what I think it means? I can't follow more people until 4pm? If that's true, why am I still getting the same message now? It started last night...

The only time I've seen that myself, it was some glitch in the server or client, and went away by itself. If it continues, you might want to write to your site admin.
