Hey, @notjustbikes maybe this is for you: a city in Germany (Krefeld, not that far from NL) has a road at T50 crossing school children's commute to school. The city council repeatedly (apparently for more than 10 years) stated a speed limit of 30 km/h wasn't possible for legal reasons: the road is a priority road for through traffic. Turns out, just a few hundred meters further down they limit the speed to 30 - for toads. Alas, not for children. Until national TV shows up, that is. That's when, by decree of the lord mayor, a speed limit of 30 is implemented.
