@cyrilpedia @gregggonsalves @thenation Internal CDC reform is not enough. Warp Speed's success clearly illustrated how valuable the defense establishment is to pandemic preparedness and response. Defense integration would also help solve funding issues. Scott Gottlieb's "reasonable right" book got this and many other points right.
