@design_RG @moonshine The gapped ones more typical in public restrooms are used for that reason. People steal regular seats, but they do not steal the ones with the gaps. I can't come up with an alternative explanation for this design.

The way the seat is rotated, a bit sideways, would lead the person to sit sideways too, or be uncomfortable. But there's no space at the front/left side, so maybe it's to sit sideways, facing back.
Which is an odd position, but. Who knows, maybe it's a tiny place in Hong Kong or Japan.
