I guess that Apple or Meta etc could close down their UK operations and institute UK account blocks but that would force the government to back down, unless the government actually want rioting in the streets.
The whole International scope aspects are a hollow and empty threat to large non-UK tech businesses. It's in the perview of the diplomats to handle as a bargaining point.

I sure there was an article earlier in the they year that mentioned the US reaction. Was in connection with the Apple debacle‽
That was then so perhaps they will accept legal requests given how often Trump changes his mind.
