Yes, Iran with the help of China have created a national intranet network, and the gov can cut internet access to the outside world whenever they feel like it. This have been used in Jan 2026, July 2025, September 2022, and so on.

Also, the telephones are only working one-way. Only from inside the country people can call outside (logically tapped). No phone call can be made from outside to inside. So this cannot be due to destruction/disturbance of the network, and it is a deliberate action by the gov.

I don't know how to respond. So allow me to risk stating the obvious:
1. I'm Iraninan. This means I know how the system operates in general level
2. As I mentioned, this has precedence in every single war or protest
