Another way to look at it - some admins today don't use any instance blocks and instead encourage their users to do account-level instance blocks for any server they don't like. There will always be some servers not running the gab software you can talk to, tho I don't expect them all to be nice. And not all of their users will see you because they choose to block you for themselves.
That was the reality we lived in before your company announced any of this. This instance I'm on is probably the most blocked out of all of the servers that exist. Yet my posts still get popular and my followers are in the tripple digits (of real, genuine users. No lurking ghost users)
The best thing you can do to build strong federation is to encourage your users to be worth following.
