Partly. It is most likely a combination of a few things things 1) its free so like anything free people will abuse the system 2) doctors get paid less for the same work (usually) thus fewer people are motivated to be doctors 3) More people can afford it and thus use it.

Of course there are other factors but those strike me as the top 3 explanations, all valid.
