The reasons I personally dont support many universal programs goes way beyond effiency. But I do agree its kinda obvious that if you stop trying to figure out who should get what then you would save a lot of time from that effort.

Not all, would depend on the rich person. Plenty of counter examples to that.
But generally it is to be expected. The rich are hte ones loaning the money. If all my friends borrowed money from me and didnt pay back, then they all got together and told me that they wanted to wipe all debt in our friend group clean, obviously I would probably be the only one complaining as the person with the most money in my friend group.
I mean after all if i let you borrow my money for a little bit and then you refuse to give it back to me or even admit you owe it to me, well im likely to not like that.
