That sentence makes no sense. The statement "freedom to murder" means if i murder someone there is no system or government that would physically prevent me or cause me consequences.
By default (in the wild with no government or laws yet) we DO have the freedom to murder. The assertiont hat such an idea does even exist is non sensical. It is just that most humans agree that is a freedom that we should not permit, and thus the freedom is revoked.
Aside from rhetoric im not really sure what you're even saying.
