I dont agree with that conclusion at all. We know of **tons** of evolutionary features that look damn near identical but evolved along entirely different pathways and thus have entirely different internal structure despite having the exact same end function.

Just because an animal lacks the specific structure a human might use to perceive pain is in no way suggestive they dont perceive pain, particularly considering that they do show a pain response. It just means that the mechanisms they evolved to perceive pain happen to be different than the mechanisms we might use.
