If I were problem solving, I would see this pattern and solve it through educating people how to work smarter or long-term making projects that grow people *at the same time* as growing anything else...
aiming for tipping point with people rather than heavy on technology expecting people to care or to use it in the end the way you designed *perfectly* without working with people and people working with themselves...
