Qoto.org Admin uses the custom CSS of #InstanceTicker, so displaying it.
If you are dissatisfied, ask your Qoto.org administrator to stop using custom CSS of #InstanceTicker

Also basic description more than ticker is good

because a 'ticker' from my experience is not only 1 type or not always the same... so this helped me realise it's not a 1 line message (ticker) at top of page scrolling like a "news ticker" etc)
