(My Dream / Wishlist) Craigslist or similar Noticeboard...Mastodon?

Very Basic / noticeboard system by area... almost as 'idiot' as possible without many bells...
Err.. maybe like Mastodon?
Or Like my previous ideas of polls with option too see results by person who vote to then hit it off or send as group email...
