If you can't follow someone due to incompatible instance / block servers (other instance may have blocked due to a few users or politically) - you can still follow users using this way...

Add those people to a list (Subscribe via RSS)... I think this is the way or simplest how to say it

(someone please check me if I'm correct if they use it daily that this works as I've said)
