Seems likely with laws or in-built regulatory things then it would make sense everything is technically snoopable / easily scanned by-default - but not to be suspicious on everyone - but just that it's part of releasing anything, like the telephone or cell towers or anything major to do with technology to keep track and control - just makes totalitarian sense by design.

And if not now totally, then incrementing a similar style at some pace (not always fast or too evil) steady getting there...
