"Legal" is just another type of Business... "Illegal" = Just keeping the Business going using "Ilegal" as excuses for not solving things completely (Governments need to not solve things to keep their own jobs and control going). Governments can't solve things else reduce their powers and excuses!
Imagine "legal" governments need to let illegal things to exist as a controlled way to keep their own jobs.
"Legal" is seldom about morals only or over-arching goals of good as priority (otherwise we could have paid for it already)... "Legal" - It's just another business
