"If You Give a Mouse a Cookie...." can be a "slippery slope" in giving / people having more energy... although it's more humane and would be better I think to give... 

That’s why If You Give a Mouse a Cookie.... en.wikipedia.org/wiki/If_You_G... is a book illustrating a "slippery slope" when you give, perhaps as charity as an example context, but more is wanted / demanded. [which I think logic can take care of itself a bit here).

That's why "The mouse never gets a cookie..." is a kind of government analogy to say "Don't give, they will only want more... [freedom, money, control etc]"

Described as a "circular tale", the increasing energy of the mouse means the little boy gets run ragged by the end of the story from constantly serving the mouse....

(Though in reality I don't think this is true, people can self-govern or go along with things, with oversight similar to what they do now but will more given back to "The People").
