ANSWER: People pay for war directly / indirectly (via taxes) because they are attached to the same system for their own survival or services... and they don't see another way or know what to do better about it...

"Because that person's survival or group's survival is based almost only on that regime, so have little choice even when that power is killing it's own."

As you see almost all the countries copy the same system (referring to money mostly) so the funding (public money) of what people think of as "good things" (like hospitals running as cheap as possible to get profit from doctors worth much much more) also goes towards funding war or just misspending thing - hard to differential or get a receipt where your actual tax money goes and how much of it.

But you could say in another way "You're not allowed to say no to funding XYZ" or at least not many have tested this line of saying NO / Not paying without concrete receipt or evidence it's not going to .
