He has good intentions and is probably trying to alleviate the child's suffering by not saying the truth which he realises a few seconds after saying it himself.

Plot: Set during #War time but shows also modern people uncaring or 'every person for themselves' and even though there was no food, even with food people are not sharing.

People sticking together maybe is the best thing to balance it all.
