Schools are places where information technology (IT) systems have been installed. These are seriously complex systems. In the vocabulary of IT professionals, they are enterprise systems (or perhaps business systems in small schools) and managing them requires specialized expertise.
@garyackerman sounds like a headache. Personally, I'd give them all 1gig of space, virtually mounted on login, wipe the rest of the system, then make a ticketing system that just emails the users "no".
