They were successful in eliminating the practice of charging someone to use a public restroom. What they didn't expect though was that their efforts resulted in less public restrooms, not free public restrooms.

At least they had a restroom when they were out of change.

I was in NYC and had several hours between hotel check out and my return to the airport.

A sky-rat crapped on me. Getting to a place that had running water that would let me wash it off was a challenge. I finally took myself into a resteraunt and ordered food so that I could use their restroom to wash of the avion fecal material.
