This should be illegal. You can’t have the primary button change the current settings in the dialog. The primary button must mean “confirm current settings”.

I totally agree.
Cookie consent walls are full of dark patterns. In fact, cookie consent walls are a dark pattern by themselves, usually.
Cookie consent should be asked only when the user does something that requires setting a cookie, not by default.
Of course, tracking requires cookies for everything, but tracking is a very dark thing by nature.
