Because typically a CEO is not the person who is most competent at engineering or design or whatever else, they are only the most competent at bullshitting their way up a corporate ladder, using the backs of other more competent employees to leapfrog upwards quickly enough to outpace the material consequences of their stupidity.
This is the kind of person who joins your team and is gone in a year because the only thing they did was focus on the next rung.

This is as if Burger King CEO were to say you should fire any employee who doesn't eat 6 hamburgers a day.
His main business is selling hardware that processes tokens. If demand for token processing doesn't grow, he is the one to be fired.
