I ran into an oblique mention that one version of the Sphinx C-- translator supports "TEXE file format". I've never heard of it, and Google fails me. What is this mysterious beast?

(I'm asking because, considering the context and what C-- is, this executable format I've never heard of is likely associated with a #retrocomputing operating system that I have never heard of, and that I'd like to hear of.)
