This is not a legal advise:
I don't yet fully understand the whole situation there so take this with a grain of salt: I had a discussion about it with a person who is politically active in austria and from what i understood it's just a really bad political stunt to:
1. increase the vaccination rate
2. thinking that it will help the country's economy
3. Reduce the stress on EMS
.. while having an unclear way of enforcing and there seeming to be a lot of ways to go around it legally.
So I fully condemn putting pressure on people through fining them in up to 3600 EUR for refusing to take a vaccine.
Instead of this terrible and unethical af solution i propose to follow-up on the advice by Czech biologist Jaroslav Flegr who proposed to pay ~300EUR to people who get vaccinated assuming that the state would pay in €€€€ or even €€€€€ in insurance money.
I also believe that this law is in direct violation of multiple articles of EU's fundamental rights (EUR-Lex - 12012P/TXT) so i would suggest the affected people to pursue this though https://ec.europa.eu/info/aid-development-cooperation-fundamental-rights/your-rights-eu/how-report-breach-your-rights_en#how-to-report-a-breach-of-your-rights
But again i think that this is just a desperate political stunt that will get over-ruled, but i will be following the case and consider taking an action if it is not.
