I am concerned that what putin currently does is just to footprint to see what can the NATO do to hurt him when he decides to take Ukraine and seemingly wanting to restore the soviet union.
1. he now knows that if he invades that he may be banned from swift so russia started to work on their own with china.
2. He knows that if he takes too long next time that NATO will fortify the country causing him a major losses
3. And he also knows that russia is economically dependent on oil exports to the EU thus why he's now increasing the export to china instead.

So even if the troops are withdrawn it's still major win for putin and significant security threat to NATO, because this is not over.
