The problem isn't that Putin sees Russia and Ukraine as brotherly nations. Germany and Austria seem to coexist just fine.

It's that he considers any Ukranian distinctiveness & independence to be invalid. This isn't brotherly attitude. He wants Ukranians gone. He is a murderer.
