If the government has deemed a child worthy of receivng funding for a specific type of care, and they start receiving said care, but then the specific employee that provides said care goes on strike, who's at fault for the child not receiving the care?

30 days into this strike, anyone who is jabbering on about solidarity with the educational assistants on strike why my kid's government funding either just sitting there or being spend on other things is no longer my friend.
