have your computer scale it to fit your display

this is in addition to the brainrot people on /wg/ that intentionally scale wallpapers down to fit their display
rather than just not, and having the computer do it for them

is this some limitation of popular software I'm not aware of? is there no way to configure windows to "scale to fill" an image?
