Programmers in the house, if I were to pick up and try to learn programming again, and the most trouble I’ve ever had with it has been all the stuff around the actual code like IDE and toolchaining, putting pieces together in a program, etc- what is the path of least resistance on archlinux for me? Which IDE is going to be simplest to figure out and get out of my way while I learn the code part?

I'm pretty sure Eclipse IDE is still standard. You can go with with other free IDEs though if you can make them work for you. Some people like to use vim with plugins.

As for which language? There's a lot of flamewar material in that question- best leave that to a poll instead of a post.
