@Samuelmoore The author is a past member of the governing board of the ANVUR - the Italian centralized research assessment authority, appointed by the government. His idea of open access depends both on the way in which the so called transformative agreements have been implemented in Italy and on his personal opinion (or fear?) of Open Access - which apparently overrides the duty to read carefully the sources he cites.
Since he argued that research assessment should be administrative, centralized and bibliometric, he was criticized by some Italian open science scholars (see, in Italian, commentbfp.sp.unipi.it/maria-c and commentbfp.sp.unipi.it/roberto) .
Last but not least: it is also surprising that such an article has been published by a well-known Italian OA journal, whose editors are aware of the meaning of OA, as far as I know. We still have a lot of work to do 🙂

Suicide mention 

Ten years ago, #AaronSwartz died by suicide following a prolonged and relentless crusade by the U.S. judiciary to prosecute him for allegedly downloading academic articles.

After his death, @freedomofpress took over maintenance of the open source whistleblower submission platform he had been developing, now called SecureDrop, hoping to get news orgs to adopt it. It's now used by dozens of news outlets worldwide.
