To be honest, this level of incompetence is normal for authoritarians. It's baked into the mentality.

They do not see reasonable people following reasonable leaders as strength. Authoritarian leaders must demand absurdity to demonstrate the capacity for force and cruelty, and followers want absurdity to demonstrate submission.

And, as CS Lewis wrote, "...the trouble about trying to make yourself stupider than you really are is that you very often succeed."
