He laid out every single offense, which--though it boggles my mind--many Americans are clueless about, in a forum (speech on the senate floor) that would get it into the public record & also forced the mainstream media to cover it (even though they focused on when/how he peed.) And he did it in an eloquent fashion, staying on message the entire time.
