Some college mates weren't able to open a government website and I checked so same happened with me. Though after running up the VPN I was able to access the government website 
It seems Indian government has blocked it's own websites 
@mur2501 common practice when our government tried to block Telegram in 2018. They block all they could... even their own asses but not the app

Not that case here typically,
Unless you reside in Jammu & Kashmir, then they will ban your internet and cellphone services for 18 months 
@mur2501 they occasionally banned bank sites and e-mail services
