Your mileage may vary - On my instance these were turned off by default. Turning them on made following people with my interests when I searched by hashtag SO MUCH EASIER.

@nibble4bits So much better to use a mastodon client and avoid the basic yet non intuitive official mastodon app and instance site. There are a lot of Android and Apple options for mobile and desktop. E.g. Mast, Mastonaut, Tooot, Yuito, Fedilab Mskes a HUGE usability difference and you can choose the client that works best for you (aesthetic, configuration)
