I saw an interview for Ronald Moore.. he's including Star Trek Phase II as one of the series. It's just not clear what others he cut out, it could very well be everything TNG afterwards and a series altogether not in our timeline. TNG had a lot of influence from ST Phase II stories for its first season. If he includes TNG, it likely didn't have Riker and Troi.
