I'm worried a "risk assessment" could become a one size fits all solution for many platforms, even ones where it doesn't make sense.

Perhaps, a platform might be less moderated, and that is part of the appeal of using it. Perhaps, a platform might be more adult.

Also, it creates a window for bureaucrats to interfere in platforms in annoying ways.

Also, oftentimes you might know a friend doesn't mind a particular kind of content. Unsolicited is not necessarily unwanted.
