It wouldn't really help. A lot of things are built by what I'd liken to "cow boys".

They're not really suits sitting in an office with "procedures" written by out of touch stiffs in Brussels.

Procedures which would probably raise costs and not really help.
That's kind of the thing with some of this E.U. socialism, they waddle into things they don't understand, and only serve to muddle things more.
