I've know of people who have reported such bots and they can be very annoying. They behave like machines. The bots even respond to each other.

This document seems very extreme and single-mindedly focused on the possibility of "content being disseminated" to the exclusion of everything else. It also looks like the result of someone throwing every random idea they can at the wall.

It really sets Europe's reputation for human rights ablaze.
