@SecondJon This is a technicality: article II, section 1 of the US Constitution give state legislatures the power to determine how their electoral votes are apportioned. The 11 states (plus DC) who have passed NPV have done it through their legislatures. The obstacle to Oregon getting on board is our state Senate President, who advocates a referendum; some are worried that this might endanger the constitutionality of the law.
