Not really xenophobic; just rejecting someone who came to your country and pretends to rule it as she wishes without even asking for permission.
If she's Swedish she likely entered Croatia as a tourist; this means you're allowed to see and visit the country for a limited amount of time.
You may NOT decide on your own to work there or live there.
It's not about the despotic government, because you could simply ask for residency and very well do that.
She has no respect for the Croatians and even insults them saying that she can do whatever she wishes in their country.
If I was Croatian I would get pretty mad at this lady.
