Not sure about this.
I would imagine the average number of followers is increasing because the number of users is increasing and thus more people are available to follow each other.

I guess famous people still arise: when someone gets more followers than others, he will receive more boosts, thus more people will get to know him and follow the account; this will in turn increase the number of boosts and so on.
