When I look at wiki page of VCF, I can't tell how related the different editions are (in particular, how related are the European ones to the USAian ones). How much are they all organized by the same organisation?

TL;DR: They are not.
Long Read:
History is complicated. Originally VCF started in California and was produced by Sellam Ismail and Hans Franke. Starting 2000 VCFe in Munich was added as second event. Organization was split in The Americas, handeled by Sellam and outside The Americas by Hans. The idea was to spread the same basic style by licencing to local orgamizers. A bit following the OSS concept with the same aproach to use IP law to protect against changing the concept or turning it in a commercial venue.
Until Sellam's retreat organization was shared, afterwards it was split and Evan took on the coordination in the US. He invested quite some time and energy to revamp it into a community structure as VC Federation.
I can't really tell about the further development in the US, but Europe kept independent and continued the concept without major changes.
